Understanding Gujarat's New Minimum Wage Structure: Basic Salary or Total CTC?

Can anyone let me know the revised new minimum wage structure of Gujarat effective 1st April '10? Should it be basic salary only or gross salary including allowances like HRA, conveyance, medical, special allowances, and company contribution of PF? (i.e., minimum wage = CTC of the employee?) If it is like this, can anyone help me by providing a reference to any act/section of the law for management's reference?
