Choosing the Best Appraisal Method for a Small Manufacturing Business – Any Advice?

I need to set up an employee (staff) performance appraisal system in a small-scale manufacturing industry. Please advise as to which would be the best "appraisal method" to use. I already have the list of relevant KRA/KPA/KPI.
