How Do You Create a Leave and Holiday Policy for a Small Team of 10?

I am an HR professional in a small company. The total number of employees is 10, and I am looking for a leave and holiday policy format.

I am working as a Sr. HR Executive in a company dealing with the service sector. Our leave structure is not conventional as per HR policy. Now, I need to formulate everything again to ensure satisfaction for both employees and management.

Dear colleagues, the holidays are framed in consonance with the labor laws, especially under the Shop and Establishment Act. There are specific provisions that cover holidays, and in addition to this, there is a special enactment that lists compulsory holidays. From time to time, even if we approach the Labor Commissioner's office every year, we will receive a list of holidays. Based on our preference, we can choose from this list.
