Starting from Scratch: How Do I Build HR Policies for a New Hotel Company?

I have to develop the entire HR Department for a new company in the Hotel Industry that I have just joined. Therefore, I want your help in developing policies and procedures for the entire organization, covering all relevant topics. Kindly assist me in finding free samples of policies and procedures that I can use as a reference. I have attempted to search on Google, but it has been fruitless. Please help me find the free samples so that I can make the necessary modifications. Your prompt assistance is greatly appreciated. Additionally, I am also seeking Standard Operating Procedures (SOPs) for all departments in the Service Industry.
