Overwhelmed with Building an HR Department from Scratch? Seeking Guidance for a Performance Appraisal System

Hi HR Gurus,

I have just joined a company, a hotel management institute in Vizag which is expanding into MA programs. I started as Manager - Strategic Implementation, and suddenly after a month, my role has been changed, and an HR role is added. Although I have previous HR executive experience handling admin work, I am clueless about where to start and what to do as I am responsible for creating the department and its structures from scratch.

I have managed to hire an HR consultant who will share similar responsibilities, but I am the person responsible for going from concept to concretizing it.

So far, in these two weeks in this new role, I have been able to design new appointment letters, basic forms, etc., and the top item on my checklist is to come up with a performance appraisal system with a self-appraisal form, etc.

Can someone please guide me on how to develop a performance appraisal system appropriate for an educational institute and what the plan of action should be to create an HR department?

I am quite thankful to most of you who have been posting their info and views on this site. I have read a lot of posts, but I seem to muddle up somewhere.

This definitely was a great help. I at least got started somewhere. Now the main question is, what are the things I need to do to set up an HR department? Please provide detailed information for better understanding.
