We are in the process of outsourcing our HR department. Does anyone know what is the fair rate that we should pay for these services?

A fair rate depends on a number of factors mentioned below:

1. Number of employees
2. Budget
3. HR aspects (recruitment/HR department/training) needed to be outsourced

All the above factors determine the rate. It's best to hire an HR firm that can work on a retainer basis, just as you may have a CA or a Legal firm associated.
