Redesigning Travel Portal Hierarchies: How Do You Structure Your Teams?

My company is redesigning our travel and tourism division, so I need to define the organizational hierarchies for that. Basically, we have our Travel and Tourism solution online portal. The major departments in it are: Ticketing, Hotel Booking, Holiday Packages, Travel Desk, and Travel Partners. Can anyone from a similar field help me out in this regard?
