How Can We Create an Effective Education Sponsorship Plan for Our Employees?

As a part of our HR initiatives, we are planning to come up with an education sponsorship plan for our employees. The focus would be on personal-professional development of executives and development of managerial and leadership skills for senior management.

I require help on:
>> What are the various policies that exist with regards to executive education?
>> Which institutes could help cater to these needs?
>> General framework on "how to" go ahead and implement this.
