There is a thumb rule that water flows from top to bottom, and the same is true for corporate culture. In most cases, the culture valued by a corporation is influenced by the nature of the topmost person handling the business, and this is often due to the reporting structure of the organization. Most of the time, the HR Head works in good confidence with the topmost authority and acts according to their decisions.

Unfortunately, all mistakes are often attributed to HR, while achievements are credited to top leaders, reflecting the philosophy of corporate culture.

I tend to agree with Rajeev (rkc30). Not wanting to be confrontational, HR often tends to toe the thoughts of the topmost authority to the detriment of an organization and self.

Excellent article - thanks for sharing. I believe that Rajeev and Seshadri are right about HR itself not wanting to "disturb" top management. "Face-saving" is a prominent feature of Japanese national culture, so it would probably take extraordinary efforts to help management and employees behave differently. It would be well worth it, but someone very high up has to realize this.
