what is the percentage of total employees an estalishment can keep as apprentice as per government law.

Section 9 of Apprentices Act says that
"Where an employer employs in his establishment five hundred or more workers, the basic training shall be imparted to 4[ the trade apprentices] either in separate parts of the workshop building or in a separate building which shall be set up by the employer himself, but the appropriate Government may grant loans to the employer on easy terms and repayable by easy instalments to meet the cost of the land, construction and equipment for such separate building."
Are we supposed to consider only permanent workers to take this count or temporary/ casual workers also?

Hi,
I need some information on the Apprenticeship.
Is it compulsory for all employers to have apprenticeship. Is it applicable to all or is it dependent on the size/no of employees in the Organisation?
Is there any process or procedure to be followed in this regard?
