Absconded Employee: Can They Still Claim Their PF Amount and How?

If a candidate is absconded, can he/she claim the PF amount? If yes, please provide the process.

Yes, absconded employees can claim PF from the company. The employee has to contact the HR department and ask for the PF claim form. They have to submit the claim form to the concerned HR department.

Are you speaking on behalf of the employee or employer? ;) Again, they can claim, but I don't think the HR Department would cooperate for an absconding employee...

An employer cannot withhold PF for any employee as it is a social security measure and is under a statute.
