How to Create a Welfare Fund Policy for Employees with Employer and Employee Contributions?

We want to frame a Welfare Fund Policy for employees on a contributory basis, which consists of one part of employees' contribution and another part of the employer's contribution. The purpose of the policy is to provide aid to those who have suffered from chronic illness or disablement.

Dear All,

Even I am working on something similar. I would like to know the companies that have such a fund and how it is managed. For example, what are the contributions made and for what purposes it is used? Also, would it be possible to loan an employee from this fund?
