IGNOU offers a few good courses in HR. Right from an MBA degree (21 courses @ INR 700 each), it is the most affordable. I have seen the printed materials as well; they are concise and of top quality. Other courses on offer include PGDHRM (5 courses @ INR 700 each). With worldwide recognition, I believe it is better to guide your acquaintances towards IGNOU rather than other numerous institutes.
