The cost cutting can be done on various aspects like,
Manpower, work scheduling, daily consumables, mode of transport and energy cost, additional benefits to the staff. But before that categorize the needs like,
necessity, important, not important and extravagant. This should be done again considering the cost and benefit factor onto each needs.
This is in broader sense. Please go back in micro level.

First of all I want to know why u are going for cost cutting. (Advise Please not use for making numbers. if for other reason pls follow the below points)
You make list of Admin Activities.
1.Stop Overtime,
2.Choose right person for right job,
3. Give leave to UN-necessary Manpower (Example: if you have 100 manpower. then give leave to some employees for one to two weeks. follow same to other employees when they came.)
4.Save Electricity.
5.Mode of transportation.
6. Stop additional benefits to Senior Staff.
& Motivate to Employees so that they can Extend their out timing.
(Example : if office timing is : 9.00 Am To 6.00 Pm. Extend it for 9.00 Am to 7.00 Pm , as well as lunch timing is only for half hours.)

1. Travel Booking
2. Courier
3. Electricity
4. Mapower in Security / Houskeeping / Pantry that comes under Admin.
5. Stop benefit of late sitting

TRAVEL BOOKING:-
1. You can book 2nd class tickets instead of 1st class [when the same is very urgent]
COURIER
Try to do communication through mails... not to send Letters if it can be done through Mails... You can scan the same and send to concerned people
ELECTRICITY
Inform all staff to SAVE ELECTRICITY
- by giving training on Saving Electricity
- Switch off Fans, light, xerox machine,etc.. when not required / during lunch hours / when no one in cabin
- Keeping AC at required temperature
- Not to keep PC on Hibernating mode while leaving the office
ADMIN
- Keeping minimum limit in tea/coffee consumption
- Change of Housekeeping [Effective Rates]
- Reduce use of Stationery
- No personal calls
- Lock the outgoing of phone instruments and give the liberty to some staff [sales, HR]
