Are Construction Companies Really Exempt from ESI and PF? Seeking Clarification for Our New Facility Expansion

We are a pharmaceutical company going in for an expansion, i.e., a new facility. We have hired a contractor for construction. We asked him to submit the challans for ESI and PF. He claimed that the construction company is exempt from ESI and PF. Can someone elaborate on the same.

Workmen of construction companies engaged at construction sites are exempted by ESI, and the notification is available on this site itself. However, there seems to be no such notification about EPF.
