I suggest that all of you start to measures the end users adoption rate after "go live" of your training programs. Even if you have the best approach for training the success of it will depend on the end users adoption of the new way of working, to decide if it was successful or not... To measure actual tool use is NOT sufficient as it only say's if a change has happened or not - it does not say whether it is good or not.
I can help you measure end users adoption. This measurement mechanism has been used for a decade and serve as an enabler to find out the reasons for actual status i.e. the indisputable evidence for the need of more training and change management services.
