Signs of other persons are valid. The list is given on the site [EPFO | Employees' Provident Fund Organisation, Gujarat, Ahmedabad](http://www.epfahmedabad.org).
Is there any legal action taken if any company is deducting the PF from employees' salary but not giving it to them when they are resigning from organizations? Even after 6 months of their notice period completion, it is not given, and neither is the question entertained.
In your case, you can get the attestation from ESI authorities or any gazetted officer on PF withdrawal forms to claim (enclose the salary slip which shows the PF deduction).
If the company is closed, the bank manager where you hold an account can verify your signature and attest your form. Additionally, MLA, MP, or any gazetted officer can also attest the form.
On the final withdrawal of PF, who will sign the forms 19 and 10C?
First, you should contact your company officials. If you are unable to do so, you may have your form attested by your bank manager, municipal councillor, member, chairman, mayor, member of parliament, legislative assembly, legislative council, gazetted officer, or member/trustee of the EPFO board.
If company officials are not signing the PF withdrawals, then any gazetted officials are authorized to sign the said documents.
If company officials are refusing to sign or if the establishment was closed, then write an application to the concerned PF Commissioner and mark a copy to the Area PF Inspector. Submit the withdrawal form; based on that, the commissioner will issue an order to the concerned inspector for inspection. After that, the inspector will have to sign the same documents for necessary withdrawals.
I agree with the information you shared; it is really very helpful and practical. PF is a statutory right, and no company or institution can come in the way!
