Please help me as I have an official assignment to be completed in which I have to narrate the recruitment philosophy and the retention policy with respect to the recruitment philosophy.

In addition to the above, please specify what is meant by the organization of the HR department? (As there is no such organization of HR in our company.) What could be the key objectives for recruitment?
