Are Minimum Wages the Same as Basic Salary in CTC for Contractual Employees?

Can anyone provide the notification that states minimum wages are equal to the basic salary if we calculate CTC for any contractual employees?

Please review the attached copy of the judgment. It is clearly mentioned that PF deduction should be based on the minimum basic salary. Therefore, it is necessary to maintain the basic salary or basic salary + DA (if applicable) at least at the minimum wage rate as prescribed by the respective state government.
