Yes, certainly.
But I would like to say that HR is also about selecting the right people, judging which type of people are suitable where, why, etc.
HR is also about creating discipline in the right fashion without hurting the staff/without tampering the organisational image.
HR is also about guidance, even upto the TOP people, TOP mgmt.
Basically, it's analysing and getting a correct judgment about an individual's psychology, not only jugement, but studying the same and acting accordingly.That's vimp.
What else friends, all of you are much more experienced and knowledgeable.

and communicationskills is IMP in this role but my background telugu mediam facing lotof prblms pls suggestme and tellme where I learn perfect in HR.

In my view HR is all about Recruiting, Training, Re-Training and retaining the employees to achieve organizational goals.
When I say
Recruiting: Right man for the right job
Training: Training fresher based on organizational requirements
Re-training: Training the employees to face future challenges or changes
Retaining: To do employee counselling to hold them back.

H R Management's objective is to maximize the return on investment from the organization's human capital and minimize financial risk. It is the responsibility of HR Managers (yes, it is your responsibility!) in a corporate context to conduct these activities in an effective, legal, fair, and consistent manner.
