Crafting a Leave Policy: How Should We Handle Privilege Leave (PL) Details?

Dear HR Friends,

Currently, I am drafting a leave policy for my company. Could you please assist me with the following Privilege Leave (PL) issues:

1) Number of times PL can be taken in a year
2) Number of days PL can be taken at a time
3) Should PL be made compulsory for the employees to take at least once a year?

I appreciate your help and quick responses.

Privilege leave (Annual Leave with wages in terms of Factories Act)

1. As per Factories Act, not more than 3 times is allowed to be taken in a calendar year.

2. The number of days to avail is not mentioned in the act, but some companies make it a policy that the minimum number of leaves shall be 3 and the maximum leaves as per the leaves in their credit.

3. As per Factories Act PL/EL shall be applied at least 15 days in advance.

4. There is no compulsion to take PL/EL in the year. Unavailed leaves shall be carried forward to the next year and added to the leaves earned in the succeeding year.
