Here is my understanding :-
The sheet is depicting one particular department where for diffrent kinds of roles you need various attributes like trainer u would need good communication,training modules deveopment, TNI etc ..This will apply to all employees under this department but due thier level of operation the level of attributes would vary ..for eg manager would require to be proficient in all attributes ie mean he should have point 4 in all attributes, whereas Trainer coordinator would be required communcation 4 but TNI 3 or training modules devop 3 but a trainee would require communcaition 4 and other attributes cannot be defined for him beacuse he is a trainee but once he goes up from this level his minium standard of atributes would go up and will be fixed ...
