Here is my understanding:
The sheet is depicting one particular department where for different kinds of roles, you need various attributes. For example, a trainer would need good communication, training module development, TNI, etc. This will apply to all employees under this department, but due to their level of operation, the level of attributes would vary. For instance, a manager would be required to be proficient in all attributes, meaning he should have a score of 4 in all attributes. In contrast, a Trainer Coordinator would need Communication 4 but TNI 3 or Training Modules Development 3. A trainee would require Communication 4, and other attributes cannot be defined for him because he is a trainee. However, once he advances from this level, his minimum standard of attributes would increase and become fixed.
