I am working with a software company, and we are in the process of reframing our leave policy. Can you please let me know if there is a rule stating that casual leave cannot be combined with any other kind of leave?

Deepika, you need to go through the Factories Act and, more importantly, understand the logic behind different types of leaves. The purpose of casual leave is to provide short (1-3 days) and immediate leave to employees. Hence, casual leaves cannot be:
1) Carried forward
2) Encashed
3) Added with any other type of leaves.
However, one can also take a half-day casual leave. Usually, companies give 12 days of casual leaves (where there is no distinction between casual or sick leave).
Earned Leaves or PL's serve a different purpose. PL's can be anything above 20 days (As per the Factories Act, companies are expected to provide one day of earned leave for every 20 days of work). Some companies also offer 30 days of PL. Employees can accumulate their PL's and even encash them.
