It has to be voluntary and team based, not mandatory and companywide. In the companies I worked in the past, each team or a particular director’s organization, did (and probably still do) celebrate employees’ birthdays. The funds came from the manager’s or Director’s discretionary (operational) budget. However, there have been occasions when the team members contributed towards such a celebration (especially when the company was aiming to reduce operational expense).
As an employee and a team member, I don’t mind spending $10 a month to celebrate my colleagues’ birthdays. As a manager, I don’t have any problem selling that idea to my staff either. However, it would be a real hard buy for me as an employee to have $10 deducted from my salary every month to celebrate the birthday of someone I don’t know, I never met, and I don’t work with, on day to day basis. As a manager, it is really hard for me to sell that idea as well.
If the company takes a stand saying, we won’t be paying for such celebrations as a cost-cutting measure, I can live with that. As an HR person, if you still want to have that celebration to motivate employees, then you could make a suggestion to the managers (or Directors and ask them to cascade it down to their managerial staff) that it is a good idea to organize such a celebration within their own teams and ask their staff to contribute towards that voluntarily.
If you mandate a salary deduction, the result would be the exact opposite of what you want, and could create a backlash among your employees.

Ankita what you can do for employees to motivate them to celebrate the birthdays is to simply design a birthday card or a wish with birthday quotes and colorful themes and take out a colored print out and paste it somewhere in the respective department. I hope notice boards will serve the purpose. By doing this way, you will not only fulfill your responsibility of being an HR and representing your positive attitude towards birthdays but will also influence and perhaps enforce the team members to celeberate the birthday of their colleague.
You can also talk to departmental heads to help you take an initiative and open up the matter before management to contribute a small amount each month to help them retain employees in the long term.

According to me:-
1. Birthday Celebrations in Corporate should be done from Management fund
2. Employees should not be made part of the contribution, as the staffs may think why to shell the money for others.
3. If there are financial crisis, celebrate the Birthday by giving cards to respective employee - signed by all other staff.

Celebrations! celebrations!! celebrations!!!

Weren't they absolute fun.

Our company had been generous in initiating it for us during the sunnier days and we have been very fortunate unlike employees in other companies, where even during sunnier days the company went slog slog slog on them. But, why should anything stop us from celebrating.

Let's get back to our happier days... It's our right to celebrate, work hard and party harder...

Let's beat this slow down and outshine, let's show the strength of togetherness and team work. Better the teamwork, better the celebrations! So come along, live out our right and join in to pool a celebration for ourselves till the time the sun shines brighter again. The investment for enjoyment is as nominal as (cost)

Don't force employees with terms like 'Salary Deduction' etc..
Ask them a volontary contribution.

Hi,
If management is not contributing for celebration. In such cases employee can contribute voluntarily for such occasions. This is a great idea for motivating the employees and I think not one will refuse for such celebration.

such type of deductions from the salary without the employee's permission may drop you into problems. so it would be better if they contribute by themselves.
