New HR Trainee Seeking Guidance on Crafting Policies for Education Sector

I have recently completed MBA (HR) and joined a management institute as an HR Trainee. I am supposed to formulate complete HR policies for my institute. Since a few days, I have been visiting this site and reading useful information on various industries. Can you please guide me regarding the education industry, like how policies get framed? I request all of you to share your views or any materials you have.
