Require Assistance In Framing HR Policies

Hi,
I have recently completed MBA(HR) and joined a management institute as a HR Trainee. I am supposed to formulate complete HR policies for my institute.Since few days I am seeing this site and reading useful info on various industries. Can u pls guide me regarding the education industry,like how policies get framed..i request u all to share your views or material(if any).
