The role of a Welfare Officer is well included in the designation itself, that is, an officer who looks after the welfare of workmen employed in a factory. It will be his responsibility to ensure that all employees are getting all facilities offered by the company. It is his responsibility to ensure compliance with all statutory schemes meant for employees.
Appointment of a Welfare Officer in a factory is mandatory where 500 or more employees are employed. The age, qualification, and conditions of service of a Welfare Officer will be decided by separate rules made in this respect by the respective State Government. Therefore, though the management of the company is the appointing authority, his conditions of service will not necessarily be restricted to the Standing Orders of the company but will be as determined by the Welfare Officers' Conditions of Service Rules framed by the government.
