How Do You Announce a Sudden Holiday Like Diwali at Your Company?

Can anybody tell me the format for the declaration of a holiday for Diwali or, for that matter, any sudden holiday declared in the company?

For national and festival holidays, there are some specific procedures and formats that you have to follow. Approved and declared holidays need to be published on the notice board for everybody's perusal.
