In my opinion, an employer has every right to send an employee or employees on compulsory leave provided that they have sufficient cause to do so and should pay them in full as if they are employed. The other possibility is that the employer may not need to pay a salary provided they had an agreement with the majority of the workmen. Sometimes, this would also mean as a "lay-off" or a "lock-out." Finally, until the salary is paid in full for compulsory leave, there are no problems.
