I am an aspiring soft skills trainer, and I want to approach a hotel GM with a proposal to train his staff. How should I go about it? What topics should I include? Can somebody please help me with this? Thank you.

The best way would be to identify his needs, then offer a training solution to satisfy those needs. Why not offer to do a Training Needs Analysis for free, then structure your proposal around what you have solid evidence to support?
