Understanding Labour Welfare Fund Requirements: What Records to Keep and Are Audits Conducted?

I am working in an SSI unit in Haryana. I want information about the returns/records to be submitted/maintained with respect to the Labour Welfare Fund.

Also, please inform whether the department conducts any audit for the Labour Welfare Fund.

In Haryana, there is a welfare officer appointed by the labor department who can visit your premises and check the records related to workers' welfare. The Punjab Welfare Fund is applicable here. You need to submit the welfare fund either quarterly or half-yearly in favor of the Welfare Commissioner, Haryana. The contribution rate is Rs. 5 from the employee and Rs. 10 from the employer per worker. We only keep a copy of the DD, covering letter, and details of employees for whom contributions were made.

Could someone confirm that the contribution rates of Rs. 5/- and Rs. 10/- are monthly contribution rates? What happens when an employee starts in the middle of the month, do they pay in full?
