Understanding Staff vs. Worker Muster Registers: Can We Combine Them and Why Does It Matter?

Dear Seniors,

We are a small-scale manufacturing company in Pune, Maharashtra.

In our company, we maintain two different registers for staff and workers:

1) Staff Muster - Muster Roll Cum Wages Register Form 2 Rule 27(1) Maharashtra Minimum Wages 1963
2) Worker Muster - Wages Register 2A (Rule 5 Bombay Payment of Wages Act 1937)

1) Can we use the same register for both categories?
2) What is the importance and difference between both of these registers?
