I would like to know whether an employee can be issued a charge sheet again for the same charges. For example, a charge sheet was issued to an employee for producing a fake certificate. An inquiry was conducted, and he was demoted. The caste verification report was sent to district authorities. Later, after 15 years, the district authorities sent a caste certificate stating that it is fake. Can we again issue a charge sheet?

The employee produced a fake caste certificate and has to be removed from service. If they are in government service, an FIR has to be registered with the police to take criminal action.
