What Exactly Is a Competency Dictionary and How Should It Be Structured?

Would you please help me explain this term or share everything you know about this "Competency Dictionary"?

In my opinion, I think that the Competency Dictionary should be inclusive of competency areas such as Competency Model, Competency Levels, and Competency Assessment, etc.
