I have seen your post and believe that you may be the best person for your HR department at the moment.
If there is a vacancy in your company's HR department, apply immediately. Type a resume and submit it to the HR head. I know it will work wonders, and you will be considered a serious candidate for the position.
In case you feel there is no scope in the HR department of your company, ensure you have a good working knowledge of the HR functions in the organization. Buy a Gary Dessler book and read thoroughly. Try to relate everything to actual working conditions.
Then, apply for a junior/middle position in HR at a different company. Chances are you will be selected based on the experience and knowledge you have.
Over the longer period, you can pursue a Part-Time MBA or a Diploma course in HR.
As for Recruitment and Compensation:
The major functions are:
