Struggling with Excel Format: Can You Help Me Create a Simple, Password-Free Solution?

Can anybody provide me with the format in Excel? I already tried a few calculation formulas built into Excel, but they did not match. Please, I have attached the file. Kindly have a look and provide an excellent solution that is easy to maintain for key-in format. Also, it should not have any passwords, please.

I understand what you want. The solution is to select the data block, then go to conditional formatting and apply the condition you require. Everything is possible in Excel, but it must be done the right way.
