Its great that you are wishing to celebrate the day. Organise for flag hoisting by your Head. Ask all to assemble by 8am and sing national antheme. Distribute sweets and snacks to all - employees/support staff etc
Give a small prize to the most well dressed employee for the event. Keep a dress code to attend the flag hoisting,it really irritates to see people turning out shabbily for the function.
Then you may organise for some fun games or go for...

Invite all employees to attend the flag hoisting function with their family members.
After flag hoisting, arrange a rich breakfast for all employees and family members.
If you have sufficient space/place have some games, performance and give prizes for the kids. Let the family members too take part in the activities.

As a small gesture to salute our National Flag, let’s get dressed in TRI COLOR ...We can even get dressed in Saffron, White, Green or a combination of all three.We can even divide the color amongst the Team and can create a TRIO.
Most dazzling Individual/TRIO/Team, portraying the essence of the tri color will be the winner.
Let’s not consider it a dress competition but a proud feeling of being a
TRUE INDIAN..

As you have only 25 members in your company, you can tell everybody to come with their family. Dress code for gents can be chudidar, punjabi and ladies can be saree. Arrange some event for kids(example: Music chair, fancy dress, painting competition etc ); for grown ups Antakshari, mimicry; for couples fashion show, one minute games like , balloon blowing, balloon bursting etc.
Start with flag hoisting, then address by the seniors, singing of patriotic songs by individual or group of employees, then sweet distribution and at last all the cultural events, games can be conducted.
Select a male or female anchor from the employees to coordinate the entire event.

the biggest celebration for the employees to be "not working" while in office working day.:-P

My suggestion is this as per the law and order under factories act 1940 or shoap and establishment "not the right of any person to open his/her shoap / industry on 15th august, 2nd october and 26th january, those are restricted dates.
you are requested to please don't open in that dates. if you are celebrate that dates is istitustion so please celebrate one day before.

are yar, dnt waste tym in jst dese celebrations, its lyk u can hv a mon of 2 mints for the martyrs thats it.. its fast moving wrld so do smthng beneficial...

--> Decorate the office in tri-color balloons
--> Flag hoisting & Singing of national Anthem
--> Play patriotic songs / videos
--> Play a patriotic movie (Swades, Lagaan, Rang de Basanti) or a documentary on the Freedom Struggle
--> Distribute sweets of orange (motichur ladoos), white (pedas) and green (pista barfi) colors
--> Associates should be asked to dress in saffron, white or green
--> Best dressed contest for traditional wear
--> "Why are you proud to be an Indian?" contest
--> Slogan contest
