let me add some clarifications to this:
HR Manual is also referred as Employee Manual.
Employee Handbook consist of the summary of HR manual in the form of small hand book.
Administrative manual is manual with procedure and systems of adminsitrative nature such as Travell Expenses, TA/DA Allowance Rates, provising and maintaining Infrastructrure of Company in the form of Air Conditions, painting to Building, Plant and machinary, Safety equipents, Tendering procedure, Canteen Utilities, etc
Company Policy is multi dimention it depends on different business lines how these policies for example for ISO - Seperate policy is declared, marketing another policy, HR different policy statement is made. these policies are supported by Policy Objectives, Purpose, Statement of management Intent and guidelines to accomplishment of thsoe objectives.
