How Can HR Prove Its Value in a Seasonal Sugar Industry with a Skeptical Unit Head?

Dear Sirs,

I am employed at a reputed Sugar Industries as Head of (HR & Admin). Our industry is a seasonal type industry (during the off-season, we only perform repair and maintenance work). Seasonal nature employees such as pan and m/c operator staff are paid off. The attitude of our Unit Head is totally against HR; he repeatedly states that they are a non-operational department and only make policies. In this scenario, it is very difficult to control employees and prevent deviations from HR policy. Kindly advise us on how to change his attitude and demonstrate the importance of HR, even though our Unit Head is senior in both age and grade.

This is a common issue in almost all SMEs. You can't change people's mindset overnight. I would suggest that you keep reminding your HR department about the policies and practices. Provide personal development training to your employees to help them become more self-disciplined. People who are self-disciplined will follow the rules.
