Can Someone Explain the Metal and Paper Workers' Scheme 1973 and Maharashtra Mathadi Act 1969?

Can anyone tell me about the Metal (Excluding Iron and Steel) and Paper Unprotected Workers (Regulation of Employment and Welfare) Scheme 1973 and the Maharashtra Mathadi Hamal and Other Manual Workers (Regulation of Employment and Welfare) Act, 1969? What is this scheme and act, and who all come under these?

Under the Scheme 1973 - what is clause 14 and clause 31(1) and clause 44 of the Metal Scheme?

Please, I am desperately looking for this information.
