Need Help Finding a Competency Dictionary with Proficiency Levels for My Framework?

Does anyone have a copy of a competency dictionary, e.g., definitions for competencies? Anything would be great, but my most ideal outcome would be a competency dictionary that is split into proficiency levels. Does anyone know where I might find one? Basically, I am writing a competency framework and I would like to make sure I get off to the right start.
