But for your information, this Labour welfare officer position is now a days are obsolete inlight of new economic enviornment. No trade unions exist and business models are alsothin and lean with less than 500 workers employment. So practically it has no relevence and welfare officer's job no employer appreciate or tolerate because if there is not trade union who will object the existance of welfare officer because there are no conflicts anymore as industrial units do not engaged more thatn 500 workers except labour oriented industries which are minor.
