Formulating HR Policy

I have recently joined a manufacturing company, where all types of employees are working like White colar, Blue collar, unskilled labour. Now my project is to formulate a HR-policy for my organization.
So, Pls give me some suggession to formulate HR-policy for manufacturing orgenisation.
