Can Earned Leave Be Converted to Casual Leave? Seeking Insights from Your Experiences

I work as a Senior Manager in a software company. Today, interestingly, one of my colleagues requested a conversion of a few of his Earned Leaves (EL) to Casual Leaves (CL) since he has exhausted all CL to his credit. I have never heard of such a possibility. In anyone's experience, has such a thing been done?

Conversion of earned leave to casual leave is not possible. In case casual leave has been exhausted, he can avail earned leave if the leave policy of your organization permits short-term leaves.

I am unable to understand the reason for conversion. If he does not have CL in credit, then he can avail EL.
