How Do I Conduct a PMS Audit? Seeking Guidance on Formats, Targets, and Checklists

Can anyone help me with how to conduct a PMS audit? What format can be used as an auditor? What should be the target, and how can I determine if goals are set? What documents can I review and request to create a checklist? Is the PMS manual sufficient for making a checklist, and if so, how can I identify compliance?

Thank you for replying. I am just an auditor. I have to conduct an external audit as I am hired to perform the PMS audit of the organization. I need to know what documents I need to prepare, a checklist, and what should be my scope. Also, what I can cover in that, and how can I make an effective checklist to conduct a PMS audit based on the Balanced Scorecard.
