I need your help to understand if there is any rule that states we can either have 12% of basic as PF or Rs. 780/-? Is there anything in Maharashtra Govt. rules? Please help me understand the same.

Yes, as per the PF Act, you can fix an employee's maximum basic salary at Rs. 6500. This is known as the ceiling limit.
