There are many innovative techniques with respect to recruitment besides the traditional methods of job portals and database.

The other tools are social networking sites such as Facebook, , twitter etc are all the rage and also people join here ( most of them ) for better prospects.
LinkedIn, yes - it has pretty much a 99% business focus and I have noticed, for the most part, users have been rather ‘protective’ of LinkedIn, usually trying to bring in people who are quality professionals or skilled artisans in the broadest definitions of those terms.
This gives one some leads and understanding of the skills sets one is looking for and head hunt them . Incase if they are not interested in a change definitely they would refer someone usually their friends who might be looking for a change.
Getting the database of the people who have attended the particular seminar or course relevant to your industry.
Lastly making the organizational mapping or structure of the department of the target companies which is the source of talent required.
