How Do I Create This Excel Filter? Need Help with Screenshots!

It's done by Data validation. From the Excel File menu (2007):

First to select an area which we need validation as yes or No. Go to file menu - Data - Data validation. Data validation - settings - in the validation criteria, Allow box you have to select list. Then in the source box you have to type yes, no (whatever list you want, you can type there). Then click OK.

Open this file with the extension .xlsx, then save it with the extension .xlx. Next, open it through Windows 2003, and you will be able to access it.
