What Exactly Is an Office Order and How Should It Be Used for Small Groups?

Please tell me, "what does office order mean?" If any order or information is to be circulated among two or three employees, not the whole office, then how should that information/order be designated?

The Industrial Employment (Standing Orders) Act, 1946, is a central legislation applicable to any industrial establishment employing more than 50 workmen. However, if an organization's manufacturing establishment is covered by the Industrial Employment (Standing Orders) Act, it does not automatically extend to the organization's establishment elsewhere if they are covered under the local Shops & Commercial Establishments Act.

Circulars are prepared and circulated for interdepartmental information. Memos are issued for erring employees. Warning letters and show-cause notices are being issued for irregular workers or employees.
