How Can We Design a Fair Performance Appraisal System for a Semi-Literate Workforce?

Hello Everyone,

I have recently joined an infrastructure company. I have been asked to propose a performance management system for the company. The company has approximately 250 employees, and 80% of them are either uneducated or semi-literate. What kind of appraisal system can be used here? Please help me out.
