Theft is a serious misconduct,
Why are you giving him warning letter? Instead I suggest..............
Give him suspension letter under pending enquiry, have a proper enquiry by appointing enquiry officer and giving him chance for explanation under natural justice act.
Have proper & fair enquiry and terminate his services what is the use of keeping such employee.
